Oklahoma Roofing Contractor Registration and the 2028 Endorsement

General information only. Not legal or professional advice.

State registration

Oklahoma requires roofing contractors to register with the Construction Industries Board (CIB). The registration fee is $75 per year under 59 O.S. §1151.8. The statute text is the source for this figure; ask the CIB to confirm the current fee, since the Board publishes no fee page we could find.

Residential Roofing Endorsement (required from January 1, 2028)

Oklahoma's Residential Roofing Endorsement becomes mandatory on January 1, 2028, under House Bill 1628 (as amended by SB 1873 and HB 3800). The endorsement costs $230 initially and $100 to renew.

Roofers who are registered and in good standing with the CIB on or before January 1, 2027 may be grandfathered during 2027. Grandfathering requires completing 10 hours of CIB-approved continuing education or passing the Residential Roofing Test (70% minimum to pass). The transition period runs from January 1, 2027 through January 1, 2028.

For how state registration interacts with city permits, see the cited sources above.
